AMTEC is highlighted in one of the reports that was a result of the Community College Virtual Symposium held last April. The report, "Integrating Industry-Driven Competencies in Education and Training Through Employer Engagement" is one of a series of four prepared for the April 27, 2011, Community College Virtual Symposium, a project of the U.S. Department of Education, Office of Vocational and Adult Education, held at Montgomery College, Silver Spring, Md. The series of reports is intended to spur dialogue among state and institutional leaders and identify and disseminate policies and practices proven effective in meeting the challenges mentioned above.

Recent reports have highlighted urgent issues for workforce development in the United States and have suggested that community colleges play a role in addressing them by partnering with employers to align college curricula with workplace needs. This brief describes partnership efforts, such as AMTEC, between community colleges and employers, exploring models promoting curricular change and innovation.

The report by the U.S. Department of Education, Office of Vocational and Adult Education, "Scaling the Community College Summits: Challenges, Solutions, and Commitments," is a summary of the four Regional Community College Summits convened last winter and spring at community colleges across the country. The Regional Summits brought together over 800 attendees from 45 states. The proceedings reflect the ideas, views, and suggestions of the attendees. The reports are available on the Department of Education website, www.ed.gov.

Over 80% of both industry and colleges participating in collaboration report that AMTEC is highly likely to impact building capacity by sharing good practice across education and industry and establishing benchmarks and standards including developing a standardized curriculum and assessments. These findings were part of results of the baseline survey completed by AMTEC partners and conducted by Dr. Katherine Manley, AMTEC Director of Assessments, and reported at the November meeting of the AMTEC Leadership Team. The survey was conducted during the summer of 2011 as a means to collect baseline data for which AMTEC will use to measure their success. “This information is a vital tool for AMTEC to use as a measurement to move forward to accomplish its goal of building a collaboration of education and industry partners working together to create national curriculum, assessments and a successful career pathway model.” stated Annette Parker, Principal Investigator and Executive Director.

The survey indicates that the industry partners believe that it is important for them to include AMTEC as part of their plan to train the replacements and growth of their future workforce. Over 80% of the responding industries report employment in industrial maintenance is increasing or remaining stable with high current and future demand for multi-skilled maintenance. Over 50% of the industries reported the reason to work with AMTEC is to:

Fill future vacancies created through retirements

Prepare for business growth/expansion

Address projected talent shortages

Assure business continuity

Deal with a skills gap among employees

Besides having a national curriculum and assessments, over 80% of the colleges and industries report the following as great benefits to participating in AMTEC:

Development of valuable relationships

Enhances ability to meet the needs of their constituency or clients

Ability to have a greater impact than he/she could have had on his/her own

Ability to make a contribution to the automotive manufacturing industry

All but one of the partners reported that the benefits greatly exceed or exceed any drawbacks to working with AMTEC

Walt Barlow, AMTEC Director of Curriculum and Assessments, will present at the University of Tennessee's Maintainability and Realibility Center, MARCON 2011 Conference in Knoxville, TN, March 4. Barlow's presentation A Sharper Focus on Technical Workers - How to Educate and Train for the Global Economy will address the issue of corporations competing in a global economy recognize the need to reengineer their global impact, and attract, retain, and grow the skill sets of employees as strategic assets. To address the need for employee continuous learning and employee development and address worker skill deficits, the global economy, financial turbulence, and rapid technological advances, corporations have accelerated the development of business partnerships with higher education. At the same time, higher education institutions have seen a growing number of working adult students, and, therefore, see collaboration with corporations as a means to increase enrollment and revenue streams. These factors have created a unique opportunity to explore the dynamics of employment development partnerships and worker and student recruitment involving community colleges and corporations.

The presentation will examine the dynamics of a college-industry partnership through the case of a National Center of Excellence in Advanced Automotive Manufacturing Center (AMTEC) that includes community colleges from 12 states and several large automotive manufacturers, including Toyota, General Motors, Ford Motor Company, and BMW.

The presentation will also highlight the promising practices of the AMTEC National Center of Excellence in Advanced Automotive Manufacturing. Topics include the National Governors Association Best Practice Case Study highlighting AMTEC, and multiple methods of data collection used by the center including the use of Kaplan and Norton’s Balanced Score Card (Niven P. , 2006), The Collaboration Challenge, a theoretical model of collaboration (Austin, 2000), and program evaluations from the Community College Research Center of the Teachers College at Columbia University.

The Reliability and Maintainability Center (RMC) is an industry-supported center within the College of Engineering at The University of Tennessee, drawing support from a diverse range of companies, organizations and industries. Initiated in 1996 with 12 original companies participating, the RMC continues to grow and now has over 30 member companies and organizations. The RMC bridges between industry and academia to provide education, research & development, and information exchange in the application of reliability and maintenance engineering tools and concepts.

AMTEC Presents at Innovations 2011
